IBM will embed OpenAI frontier models and products such as Codex and ChatGPT into its AI consulting services platform, IBM Consulting Advantage. The announcement Thursday marks an expansion of the companies’ existing collaboration, specifically within the cybersecurity area. The integration aims to drive enterprise AI deployment across various sectors.
Focus on Enterprise Sectors
Joint initiatives will target industry-specific products for financial services, government, telecommunications, and retail. The partnership also serves key enterprise domains including finance, procurement, customer operations, and HR. By joining the OpenAI Partner Network, IBM intends to engage forward-deployed engineers trained through the network to help clients accelerate their AI implementations.
IBM plans to create a dedicated OpenAI practice. This initiative will certify thousands of consultants and engineers via the Partner Network. The strategy focuses on helping organizations integrate AI into daily work, assisting clients in modernizing legacy applications, and expanding cybersecurity collaboration.
For businesses struggling with outdated infrastructure, the practical impact of this partnership lies in the ability to layer advanced AI over existing codebases without tearing them down. Mark Tauschek, a distinguished analyst at Info-Tech Research Group, noted that consulting firms are choosing their partners in the AI space. “This is becoming table stakes,” he said. “The consulting firms that have the horsepower and technical talent to partner with a frontier AI lab to do this are all picking their horses.”
He observed that Anthropic, Microsoft, and OpenAI are all securing consulting alliances. Tauschek suggested that while the news provides public relations value for both IBM and OpenAI, it does not necessarily differentiate them in the market.

The Vendor Selection Factor
Enterprises will likely select consulting firms based on their preferred AI vendor. Tauschek acknowledged that Microsoft held an initial advantage because they could quickly provide thousands of skilled forward-deployed engineers.
“But,” he added, “this is a horse race, and it’s going to be a tight one.”
The expansion of the cybersecurity collaboration remains a central component of the deal. It combines OpenAI’s frontier AI capabilities with IBM Autonomous Security to address enterprise needs. The agreement outlines the technical integration of specific models into the consulting framework and details the certification process for staff.
